Allow Admin users/Helpdesk to cancel rejected work requests
As it stands, Admins are unable to edit rejected work requests at all. Ideally we would be able to push Rejected jobs through the normal "Cancelled" to "Completed" to "Closed" workflow. We cannot rely on the end users to consistently remove these jobs, so they naturally build up, rather than naturally closing within the system.
This could be achieved through the "Maintenance console" or via "Search and Manage Work Requests"
