Admin to give the rights for specified users to book further out
It would be useful for admin users to be able to grant special rights to specific users so that they are able to book further out than standard users- this would allows certain members of staff like PA's etc. to book desks before everyone else without opening up the booking grid for everyone.

There are times when we need to hold workspace for a future date that surpasses the advance booking period. We would like to be able to allow location, global admins, and even specific users (e.g., executive admins booking a space for a traveling executive) the ability bypass the advance booking period restriction.

Scenario:
The booking rule is all users can book a desk 2 weeks in advance.
Our senior managers and partners want the ability to over-ride this restriction so they can book a desk 4 weeks in advance (so they get first dibs on the best/preferred rooms)
