Create users in bulk
Currently, users can only be created one at a time, using people that are currently in the system. There should be a way to create users in bulk, maybe by using the bulk update tool.

Admins can use the User Import to bulk create users.

In addition, be able to bulk update existing user's roles. That is, select a set of users and add a role to the selected users. It would be great to have this available in the UI in User Security and bulk update tool.
