Ability for System Administrators to edit BOS Move Plan ownership/access
System Administrators should have the ability to edit ownership to BOS projects and not just when a Private BOS owner is archived.

A system security action should exist to add to roles which allows user with such role to archive all public and private BOS projects. This is important if the owner has left the company.
Currently, you have to assign yourself as co-owner to do that.
