Right-Size Scenario based on Target Ratio
As a space planner I want to right-size my scenario project based on each team's target ratio

This already exist via ‘Set Stack to Occupants’ which has logic to take into account ‘Flexible Teams’ & Target Ratio.
e.g
Given I have a 20 workpoint Flexible Team with 12 people & Target ratio of 1.2, using the ‘Set Stack to Occupants’ will change the stack size to 10 (takes target ratio into account).
For Fixed teams, it’s straight forward, it will just change the stack to match number of people in the team.
