VBS/Scenario - Paint allocation at any org unit level

Currently in 2.0 I can block or paint allocations at any org level besides Team level. I can't do this in 3.0.
I can change team's org unit levels to a higher level but I can't paint these onto desks.

    My feedback is I would prefer not to have the option to paint allocations at any Org level. Team level works best as the only option, mainly for reporting. if this was to become available it would be better if this was something that can be 'switched' on

    A user provided the idea of instead using a tool tip to indicate why the paint allocations button is greyed out as it is unclear as to why they can't use it when a different Org Unit level is selected.
